Among the ongoing projects are Ladowal bypass, Ludhiana with a total investment of ₹ 400 crores and a total length of 17 Km and four laining of Ropar – Phagwara road with a total investment of ₹ 1100 crores and a length of 89 Km. The state of Punjab is connected well to north and north eastern markets region that house over 40% of Indian population.

Besides, Punjab has enormous rail network. That proves to be of huge benefit when it comes to cargo transfer and trade. Further, Punjab is the smallest state in the country and first in North India to have two international airports at Amritsar and Mohali. Other than being a boon to NRIs of North India, these airports help in easy movement of freight across states and countries.

Punjab Government is very keen on developing the state as a whole to make it leading in all sectors including industry and business. Punjab emerges as ideal destination for Food and Agro Processing

The proud ‘Food Bowl of India’ is one of the most prosperous states of India. The state government has been paying a lot of attention to development of state in all aspects and has launched a number of projects for the same. Punjab is leading producer of crops across the country with two to three crops cultivated every year. In addition, 98% of the cultivable land has access to highly mechanized practices and great irrigation network.

Food-ProcessingAbundant food crops production has give way to agro and food processing industry in the state. Robust infrastructure and well developed ecosystem makes the state a good destination for the industry. Food production lays foundation for industries related to agriculture, processing, supply chain and sales. Vast agriculture of the state is a great opportunity of industries including crop husbandry, fertilizers and pesticides, modern farm machinery and equipment, plant tissue culture, micro irrigation techniques and high quality and disease/pest resistant seed production.

Also, there is abundant opportunity in processing industry for secondary and tertiary levels of processing of food grains and processing of fruits and vegetables, cotton, milk, animal, fish and meat products. Government has taken opportunity to initiate food and agro processing industries in Punjab and there are several projects going on at present. A Food park is being operated by ITC at Kapurthala. It is an Integrated Foods Manufacturing cum Logistics Facility, set up on an area of 65 acres. Another food park will be setup at at Ladhowal, Ludhiana on 100 acres of land by the Punjab Govt. through PAIC in accordance with the guidelines of Ministry of Food Processing Industries, GOI. This facility will provide provide modern infrastructure facilities for food processing along the value chain from farm to market. A Mega Food Park at Fazilka is a a multi-dimensional food processing infrastructure facility. Spread over 56 acres of land at Dabwala Kalan, this park is close to highway and is operated by International Mega Food Park Ltd (IMFPL).

One Stop Clearance

invest punjabPunjab government’s “one stop clearance” policy has emerged as an outstanding investment promotion policy which will make Punjab the most preferred investment destination of the country. It has been designed to cut red tape and provide single stop clearance for all 27 requirements including pollution clearances, change of land use, power application, factory act clearance, self certification etc. online with the single click of mouse.

Punjab government has established Punjab bureau of investment promotion (PBIP) which will act as a single point of contact for all investors. This will help in eliminating multiple points of contacts and applications and will provide essential government clearances. Investors can visit the PBIP website ( and can create a login identification and password which will help them in tracking the online applications and approvals within the fixed time lines. PBIP has facilitated the prospective investors by online application submission with a single centralized application form and online gateways for payment of application/ service fee.

Investors can now do self attestation of documents, so the hassle of getting it attested from different government officials has been removed. The state government has removed the process of redundant clearance, inspections and certifications and has allowed third party certifications by professionals. Punjab government has also set a standardized mechanism for grievance redressal where the prospective investor can submit their grievance at and action will be taken within 15 days.

From the moment the investor applies through common application form, the bureau keeps the investor in loop regarding various project initiating stages or in case any further information or documents are required. A full transparent method is used where the investor is informed about every single detail.

The PBIP serves as a single point of contact for giving all regulatory clearances and applicable fiscal incentives and assist the investor in setting up the project.

SAS Nagar to become Punjab’s showcase city

Sahibzada Ajit Singh nagar (SAS nagar) is Punjab’s well planned city, which is designed and developed into identical sectors and phases. Today the city has become a major hub of residential and commercial coexistence. Major IT and service oriented companies have found it as the most suitable place for work.

 Punjab government has decided to develop SAS nagar as Punjab’s showcase city. Major plans are in implementation for the overall development of the city. The state government has already started works amounting to Rs. 19 crore and another aid of Rs. 50 crore would be released soon. The state government has committed that no dearth of funds would be allowed to hamper the development projects in the city.

Punjab government has asked the municipal councillors of the city to send development proposals of their wards to the MC Commissioner so as to meticulously chalk out the strategy for overall development of the city. With the objective of creating SAS nagar as an IT hub of India, the state government is aiming at the creation of one lakh jobs in the next five years which will be a great boost for the youth of Punjab and nearby states.

In next four years, the state government will develop the International airport in the city as the cargo hub of north India, which will act as a catalyst in the development of the city and result in creation of more employment avenues for the youth of the region. In order to make youth of the region more skilled Punjab government has sanctioned Rs 50 lakh for the skill development centre which will be jointly setup by the Mohali industries association (MIA). 

With Punjab government’s initiative of developing and creating industrial friendly environment in the state, soon it will emerge as the leader in growth and progress of the overall nation.

Punjab – Friendlier and Attractive for Business

With Invest Punjab, Government of Punjab is keen on attracting major investments into ongoing and proposed development projects. Punjab has emerged as friendlier and attractive place to do business in past few years. A study by World Bank has ranked Ludhiana in Punjab as best place in India to do business. The state has undergone some major reforms in wake of which it is increasingly becoming an ideal business destination.

progressive punjabPunjab Bureau of Investment Promotion (PBIP) has been established by the government which is acting as single point of contact for investors. It is platform that provides one stop clearances to the investors. With PBIP being operational, multiple points of contact and applications have been eliminated. It, now, acts as sole body to provide essential government clearances. The applications are submitted online to the bureau and tracking and approval of the same is done within fixed timelines.

The application is via single centralized online application form. The documents that are required to be submitted along with the application are only required to be self attested by the applicant. Implementation of PBIP has led to removal of redundant clearance, inspections and certifications. A standardized mechanism has been implemented to for grievance redressal. The service fee for the application is taken online through payment gateways without any hassles.

Government offers attractive package for fiscal incentives to the investors of which noted ones are retention of VAT & CST by companies. They are also exempted of electricity duty, stamp duty and property tax. Also, dedicated relationship officers have been appointed by the government for the purpose. These officers are initially appointed for a period of 03 years. They act as dedicated channel of contact with the government.

Clearly, Punjab has made huge progress in the past few months and it is expected that in the time to come, the state will see a good number of new development projects. Investors are increasingly getting involved with the projects in the state and the government extending complete support and guidance to them.

Government to Improve and Maintain Focal Points

Government has being emphasizing a lot on industrial growth in Punjab for quite some time. To fuel it further, the state has ordered to improve and maintain focal points. 28 Industrial Focal points have been developed in Punjab for the industrial growth and now the need is to further maintain and improve them. The government has authorized Special Purpose Vehicle in order to take over the maintenance and upkeep of the Infrastructure of the Focal Points.

In a recent meeting of Department of Industries and Commerce, it was decided that the 28 focal points across the state needed immediate improvement and maintenance. The government has enacted the Punjab Common Infrastructure (Regulation & Maintenance) Act, 2012 for the same. Members of respective areas have been associated with the move. Under the act, the Department of Industries and Commerce, Punjab has issued notification for formation of Special Purpose Vehicle for the maintenance of Industrial Focal Points.

The Municipal Commissioner Ludhiana has been directed to authorize the SPV to collect service charges and also to maintain the Focal point as per the provisions of the said Act with immediate effect. The SPVs will take care of maintenance and development of common facilities like Roads, Parks, Street lights, Water Supply, Sewerage and garbage etc of the area mentioned in the notification. The service charge will be obtained by SPVs from the members in order to maintain the services.

These vehicles are entitled to receive the needed funding from Punjab Government. Further, the concerned authorities have been advised to implement all the provisions of the said act in its true spirit so that the Focal Points are maintained well. This move will prove to be great effort in helping the industry to flourish in the state. Government has been quite serious about industrial development in Punjab as it was felt that the state has huge potential for the same. Also, the state is under agrarian crisis and it is immediate need of the hour that people are give some alternative source of income that will help ease the burden on their shoulders.

Mission to Check Crimes against Children

illustrationIn a recent development, Punjab has launched a mission to check crimes against children in the state. This has highlighted Punjab Government’s perspective for child safety at all public places. Advocating the need for strong mechanism for implementation of Child and Women Rights Acts enacted at National and State levels, the government has apprised of need to support and protect this vulnerable section of society.

It has come to light that in order strengthen the implementation of the act there is a greater need to organize workshops and seminars at district and divisional levels to raise awareness among masses. Government is soon expected to launch a multimedia awareness campaign for the purpose. Deputy Commissioners and all the police heads have been called upon to keep check on crimes against children in their respective districts. The Punjab Chief Secretary Mr. Sarvesh Kaushal said that there is need to focus efforts on social sector in order to push the overall growth of the country.

Stress is being laid upon changing the attitude and need for all, including NGOs, government and individuals, to get involved actively for children and women welfare. A website illustrating various measures for protection of Child Rights may soon go online and a compendium regarding the same may be functionary in different departments dealing with child protection projects.Further, there is immediate need to combat the problems like malnutrition and child labour. Many shortcomings that came into light during review of midday meal scheme have been rectified and it was revealed that 15 lakh children are benefitting from the scheme at present.

Child labour is completely banned in Punjab and government stresses upon promoting education instead of labour job so that these children grow up to become civilized citizens. Several welfare schemes are being run by the Punjab Government for Women and Child Welfare. It has also called upon the people of the state to adopt orphans and abandoned child and give them a better future.

Crimes in against in any form are not only dangerous for a child but also for future of a country. It is a collective duty of government, NGOs and individuals to come forward and work for protection of children and their rights.

Reforming Punjab – The ‘E’ Way

With an aim to streamline and bring efficiency and transparency in public functioning, Punjab has launched e-governance project in the state. The state will soon be the first Indian State to get the coveted status of e-sarkar. The e-sarkar initiative will cover all 47 departments and their 143 branches across the state with an Integrated Workflow and Document Management System (IWDS). This system will be responsible to process the common tasks online. Deputy Chief Minister, Mr.Sukhbir Singh Badal added that a three-tier governing mechanism has been institutionalised by Punjab Infotech for effective implementation and review of this project. He said the e-sarkar would also provide for an online repository of various circulars, acts, gazette notifications and reports.

Let’s have a brief look at some of the ‘e’ projects.

  1. E-District

The e-district project started off as a pilot project in two districts, Nawanshahar and Kapurthala. In the pilot project, a set of 47 high volume and citizen centric services were chosen. The broad activities under the pilot implementation were installation and commissioning of required infrastructure at data centre and field offices, user training to various officials, development of e-district application. The project will be currently implemented in 20 districts. The total project cost is around Rs. 55 crore. The Punjab State e-governance society (PSEGS) is administering the implementation of e-governance projects in the state and Wipro has been entrusted as a consultant for the project. HP has been selected as implementing agency for horizontal replication of e-district in other 20 districts.


  1. E-tender

In order to bring transparency in the tendering process, the government is implementing e-procurement system for various types of goods and services in all its department/board/corporations. This will lead to competitive and suitable bids from the bidders. In other words it will also ensure ease and efficiency without any compromise on the required procedures.  E-procurement will provide transparency and also save time and money by shortening the procurement cycle. The biggest advantage is that the contractors will no more be required to walk to government offices for tendering process. The online solution TENERWIZARD will be utilized by all the organisations and institutions. This will also act as the real-time bidding solution for buyers with exceptional profitability, control and simplification of the tendering process. The solution will also help in disseminating and give easy access to information related to government tenders.

  1. E-PRI Punjab – Panchayati Raj Institutions

In order to make Panchayats more efficient and transparent, Punjab has started e-Panchayat Mission Mode Project (MMP). This will help promote e-enablement of all the Panchayats. The e-Panchayat MMP under the National e-Governance plan will have 11 core common software applications in it. In the state of Punjab, 7 all live core applications i.e. PriaSoft, Planplus, Local Government Directory, National Panchayat Portal, Area Profiler & Training have already been adopted out of 11 and are live in its 182 blocks.


  1. E-Stamping

With an aim to computerise revenue department for promoting transparency and removing malpractices in registrations in the state, Punjab Government has launched the e-stamping project. Now, the revenue department will do online reconciliation of its transactions on a daily basis. Government of Punjab will also introduce e-registration in next six months. This will help in complete computerisation of the revenue department. . The stamp papers, which were earlier available at only one bank, will now be available through all 22 recognised banks and thousands of their branches across the state. People will be able to deposit the stamp paper fee at thousands of branches of various banks nearest to their workplace or residence. Other than this, people will deposit only the exact fee instead of being forced to buy stamps of more denomination than needed due to lack of availability and creation of artificial scarcity. These will eradicate the middlemen culture and all this will be available without any extra cost. The stamp pampers will have unique Id and can be verified online.

The state government, with all these projects, aims to bring about a digital revolution in Punjab.

narendra modiਸੂਬੇ ਦੇ ਵਿਕਾਸ ਲਈ ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਕੀਤੇ ਜਾ ਰਹੇ ਅਹਿਮ ਉਪਰਾਲਿਆਂ ਦੌਰਾਨ ਵਿਕਾਸ ਦੇ ਰਾਹ ਵਿੱਚ ਰੋੜਾ ਬਣ ਰਹੇ ਵੱਖ-ਵੱਖ ਮੁੱਦਿਆਂ ਦੇ ਹੱਲ ਲਈ ਮੁੱਖ ਮੰਤਰੀ ਸ. ਪ੍ਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਵੱਲੋਂ ਹਾਲ ਹੀ ਵਿੱਚ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਅਤੇ ਹੋਰਨਾਂ ਕੇਂਦਰੀ ਮੰਤਰੀਆਂ ਨਾਲ  ਮੁਲਾਕਾਤ ਕੀਤੀ ਗਈ। ਇਸੇ ਦੌਰਾਨ ਮੁੱਖ ਮੰਤਰੀ ਸ. ਬਾਦਲ ਨੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਾਲ ਉਨ੍ਹਾਂ ਦੇ ਸਰਕਾਰੀ ਨਿਵਾਸ ਵਿਖੇ ਮੁਲਾਕਾਤ ਦੌਰਾਨ ਉਨ੍ਹਾਂ ਨਾਲ ਰਾਜ ਨੂੰ ਦਰਪੇਸ਼ ਖੇਤੀਬਾੜੀ ਸੰਕਟ ਬਾਰੇ ਵਿਸਥਾਰ ਵਿੱਚ ਚਰਚਾ ਕੀਤੀ ਅਤੇ ਇਸ ਮਾਮਲੇ ਦੇ ਹੱਲ ਲਈ ਉਨ੍ਹਾਂ ਨੂੰ ਦਖਲਅੰਦਾਜੀ ਕਰਨ ਦੀ ਲਈ ਕਿਹਾ।

ਮੁਦੇ ਦੀ ਗੱਲ ਇਹ ਹੈ ਕਿ, ਖੇਤੀਬਾੜੀ ਲਾਹੇਵੰਦ ਧੰਦਾ ਨਾ ਰਹਿ ਜਾਣ ਕਾਰਨ ਪੰਜਾਬ ਦੇ ਕਿਸਾਨਾਂ ਨੂੰ ਵੱਡੇ ਸੰਕਟ ਦਾ ਸਾਹਮਣਾ ਕਰ ਰਹੇ ਹਨ। ਇਸ ਸੰਕਟ ਨੂੰ ਉਜਾਗਰ ਕਰਦਿਆਂ ਮੁੱਖ ਮਤੰਰੀ ਸ. ਬਾਦਲ ਨੇ ਕੇਂਦਰ ਨੂੰ ਫਸਲਾਂ ਦਾ ਘੱਟੋ-ਘੱਟ ਮੁੱਲ ਤੈਅ ਕਰਨ ਲਈ ਸਵਾਮੀਨਾਥਨ ਫਾਰਮੁੱਲਾ ਲਾਗੂ ਕਰਨ ਲਈ ਬੇਨਤੀ ਕੀਤੀ ਹੈ ਤਾਂ ਕਿ ਕਿਸਾਨਾਂ ਨੂੰ ਇਨ੍ਹਾਂ ਹਾਲਾਤਾਂ ਵਿੱਚੋਂ ਉਭਾਰਿਆ ਜਾ ਸਕੇ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਫਸਲੀ ਵਿਭਿੰਨਤਾ ਅਤੇ ਸਹਾਇਕ ਧੰਦਿਆਂ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਕਰਨ ਉੱਤੇ ਵੀ ਜੋਰ ਦਿੱਤਾ ਗਿਆ। ਭਾਰਤੀ ਖੁਰਾਕ ਨਿਗਮ (ਫੂਡ ਕਾਰਪੋਰੇਸ਼ਨ ਆਫ਼ ਇੰਡੀਆ ਐਫ.ਸੀ.ਆਈ.) ਨੂੰ ਵੀ ਮੱਕੀ ਅਤੇ ਸੂਰਜਮੁਖੀ ਦੀ ਖਰੀਦ ਕਣਕ ਅਤੇ ਝੋਨੇ ਦੀ ਤਰਜ਼ ਉੱਤੇ ਘੱਟੋ ਘੱਟ ਖਰੀਦ ਮੁੱਲ ਉੱਤੇ ਕਰਨ ਦਾ ਸੱਦਾ ਦਿੱਤਾ ਗਿਆ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਕਿਸਾਨੀ ਦੇ ਸਹਾਇਕ ਅਤੇ ਮਿਲਦੇ-ਜੁਲਦੇ ਧੰਦਿਆਂ ਉੱਤੇ ਆਮਦਨ ਕਰ ਅਤੇ ਵਿਆਜ ਦਰ ਆਦਿ ਦੀ ਛੋਟ ਦੇਣ ਲਈ ਵੀ ਕਿਹਾ।

ਇਸ ਤੋਂ ਇਲਾਵਾ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਸ੍ਰੀ ਮੋਦੀ ਨੂੰ ਕਿਹਾ ਕਿ ਉਹ ਖੁੱਦ ਦਖਲਅੰਦਾਜੀ ਕਰਦਿਆਂ ਪੰਜਾਬ ਲਈ ਸਾਰੀਆਂ ਉਹ ਛੋਟਾਂ ਅਤੇ ਲਾਭ ਸੁਨਿਸ਼ਚਤ ਕਰਨ ਜੋ ਪਹਿਲਾਂ ਤੋਂ ਹੀ ਜੰਮੂ-ਕਸ਼ਮੀਰ, ਹਿਮਾਚਲ ਪ੍ਰਦੇਸ਼ ਅਤੇ ਉਤਰਾਖੰਡ ਵਰਗੇ ਗੁਆਂਡੀ ਮੁਲਕਾਂ ਨੂੰ ਦਿੱਤੀਆਂ ਗਈ ਹਨ। ਇਸ ਮੁਲਾਕਾਤ ਦੌਰਾਨ ਸ. ਬਾਦਲ ਨੇ ਕੇਂਦਰ ਸਰਕਾਰ ਕੋਲ ਵੱਖ-ਵੱਖ ਚਰਣਾਂ ਵਿਚ ਰੁਕੇ ਹੋਏ 4418 ਕਰੋੜ ਰੁਪਏ ਦੇ ਸੰਚਾਈ ਪ੍ਰੋਜੈਕਟਾਂ ਨੂੰ ਜਲਦ ਤੋਂ ਜਲਦ ਹਰੀ ਝੰਡੀ ਦੇਣ ਦੀ ਲੋੜ ਉੱਤੇ ਵੀ ਜੋਰ ਦਿੱਤਾ। ਇੰਨਾਂ ਪ੍ਰੋਜੈਕਟਾਂ ਵਿੱਚ ਸਤਲੁਜ ਦਰਿਆ ਵਿੱਚੋਂ ਨਿਕਲਣ ਵਾਲੀਆਂ ਨਹਿਰਾਂ ਦੇ ਵਾਧੇ, ਮੁਰੰਮਤ ਅਤੇ ਨਵੀਨੀਕਰਨ, ਅੰਮ੍ਰਿਤਸਰ ਤਰਨਤਾਰਨ ਅਤੇ ਗੁਰਦਾਸਪੁਰ ਜਿਲ੍ਹਿਆਂ ਵਿੱਚੋਂ ਲੰਘਦੀ ਅੱਪਰ ਬਾਰੀ ਦੁਆਬ ਕੈਨਾਲ ਪ੍ਰਣਾਲੀ ਨੂੰ ਮੁੜ ਚਾਲੂ ਕਰਨਾ ਅਤੇ ਰਾਜਸਥਾਨ ਅਤੇ ਸਿਰਹੰਦ ਫੀਡਰ ਦੀ ਰੀ-ਲਾਈਨਿੰਗ ਸ਼ਾਮਿਲ ਹੈ। ਇੰਨਾਂ ਪ੍ਰੋਜੈਕਟਾਂ ਲਈ ਵਿਸ਼ੇਸ਼ ਫੰਡਾਂ ਦੀ ਵੀ ਮੰਗ ਕੀਤੀ ਗਈ।

ਵਿਕਾਸ ਦੇ ਮੁੱਦਿਆਂ ਤੋਂ ਇਲਾਵਾ ਹਾਲ ਹੀ ਵਿੱਚ ਦੇਸ਼ ਵਿਰੋਧੀ ਤਾਕਤਾਂ ਵੱਲੋਂ ਸਰਹੱਦ ਪਾਰ ਤੋਂ ਹੋਈ ਘੁਸਪੈਠ ਅਤੇ ਦਿੱਤੀ ਗਈ ਚੁਣੌਤੀ ਦੇ ਮੱਦੇਨਜ਼ਰ ਸੂਬੇ ਦੀ ਪੁਲਿਸ ਨੂੰ ਆਧੁਨਿਕ ਬਨਾਉਣ ਲਈ ਵੀ ਵਿਸ਼ੇਸ਼ ਯੋਜਨਾ ਬਣਾਈ ਜਾ ਰਹੀ ਹੈ ਤਾਂ ਕਿ ਅਜਿਹੇ ਹਾਲਾਤ ਦਾ ਬੇਹਤਰੀਨ ਢੰਗ ਨਾਲ ਮੁਕਾਬਲਾ ਕੀਤਾ ਜਾ ਸਕੇ।

ਮੁੱਖ ਮੰਤਰੀ ਸ. ਬਾਦਲ ਨੇ ਸੜਕੀ ਆਵਾਜਾਈ ਅਤੇ ਸ਼ਾਹਮਾਰਗਾਂ ਬਾਰੇ ਕੇਂਦਰੀ ਮੰਤਰੀ ਸ੍ਰੀ ਨਿਤਿਨ ਗਡਕਰੀ ਅਤੇ ਜਲ ਸਰੋਤਾਂ ਬਾਰੇ ਕੇਂਦਰੀ ਮੰਤਰੀ ਸ੍ਰੀਮਤੀ ਊਮਾ ਭਾਰਤੀ ਨਾਲ ਵੀ ਮੁਲਾਕਾਤ ਕਰਦਿਆਂ ਉਨ੍ਹਾਂ ਦੇ ਵਿਭਾਗਾਂ ਨਾਲ ਸਬੰਧਤ ਪੰਜਾਬ ਦੀਆਂ ਸਮੱਸਿਆਵਾਂ ਨੂੰ ਪਹਿਲ ਦੇ ਆਧਾਰ ਉੱਤੇ ਹੱਲ ਕਰਨ ਲਈ ਕਿਹਾ।

ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਅਤੇ ਕੇਂਦਰੀ ਮੰਤਰੀਆਂ ਨੇ ਸ. ਬਾਦਲ ਨੂੰ ਵਿਸ਼ਵਾਸ ਦਵਾਇਆ ਹੈ ਕਿ ਉਨ੍ਹਾਂ ਵੱਲੋਂ ਉਠਾਏ ਗਏ ਸਾਰੇ ਮੁੱਦਿਆਂ ਨੂੰ ਗੰਭੀਰਤਾ ਨਾਲ ਵਿਚਾਰਿਆ ਜਾਵੇਗਾ ਅਤੇ ਲੋੜੀਂਦੀ ਕਾਰਵਾਈ ਜਲਦ ਤੋਂ ਜਲਦ ਕੀਤੀ ਜਾਵੇਗੀ।

Government for ‘State Skill Development Missions’

With focus on state’s development, Punjab Government is now paying attention to skill development in the state. Government has already advocated imparting of technical education and vocational course. However, now the government is supporting ‘State Skill Development Missions’ across the country. These missions will help in better skill development and management across India.

Parkash Singh Badal, Punjab CM, has expressed his support for the missions saying that they should be made nodal points for convergence of skilling initiative for optimum utilization and its three tier de-centralization at the state, district and block level.  Also, he advocated the involvement of panchayats, Municipalities and civil society organizations in steps to mobilize skill aspirants. Highlighting the importance of skill impartment, S. Badal said that it was time to give Right to Skill to every youth in the country.

Mobilization of private sector is very necessary for this purpose. Further, country needs opening up of National Skill Development Council and Sector Skill Council Chapters at the state level or the regional level for better co-ordination. The government is taking appropriate steps to begin the development at root level by promoting vocational education at middle school level. Besides, there is need for states to introduce local and traditional skills as part of such courses to make the youth ready for entrepreneurship opportunities available in their region.

Giving training to youth in the fields of healthcare, local trades, crafts as well as agrarian and animal husbandry related occupations can give a major push to skill development. Many states in the country are facing shortage of instructors and trainers and the Chief Minister has said that special focus will also be on creating a pool of efficient trainers. For the purpose, it is being suggested that the Skill Universities should be given the responsibility of making the trainers ready.

Recommendations are being made to achieve the target including earmarking at least half of the Corporate Social Responsibility (CSR) funds for skill development activities, levying a cess for skill development for creating a non-lapsable pool and thirdly, use of building & construction welfare fund, CAMPA fund, state mineral fund, MPLADS/MLA in skilling.

Data suggests that India needs to provide skill training to 10.9 crore new entrants to the job market and around 46 crore people to be re-skilled and up-skilled by 2020. To make India economic super power, it is necessary that every youth in the nation is trained in certain skill and that he/she proves to be an asset to the country.
